Phil brings a wealth of credit union knowledge and experience to the Frick Tri-County FCU management team. He has spent his entire financial career, thirty years, managing or marketing financial products to credit unions. Prior to joining the leadership at Frick in September of 2008 he was employed by a New York corporate credit union as a Senior Account Executive selling products and technology services to credit unions in Western PA and portions of Maryland. "I have seen credit unions from both sides of the fence. I believe this experience has made me an informed decision maker. To be a successful leader in a competitive market you must be knowledgeable, progressive, insightful and a strategic planner. Today’s credit union leaders must plan today for services that members will need tomorrow. What worked yesterday to attract and retain members will not work tomorrow. Keeping up with new technology will be the biggest challenge for credit union that wants to provide convenient and beneficial services to its members.  


After graduating with a BS degree in Accounting from PSU, I started my credit union career by accepting the challenge to manage a small credit in Dubois, PA. Over a period of 10 years, the assets of the credit union grew from $4 to $16 million through mergers and the addition of 30 company sponsors.  In 1996, I was lured away from my hometown to the Greensburg area to except the CEO position at Allegheny Energy FCU.  Each credit union I worked for offered a unique challenge and contributed to providing me with a diverse knowledge of credit union operations. There is no substitute for experience in this business, and I trust my diverse knowledge of credit union operations will serve me well in guiding the staff and board at Frick Tri-County FCU in the right direction.


I have learned that to be happy and energized in life you must learn to balance you career and family time. Both can be rewarding if you learn to leave the frustrations of dealing with both at the door.  As a father of three boys, I have spent a lot of time devoted to coaching youth sports. I have received a lot of satisfaction watching my sons' progress in sports and in life. I believe my involvement with youth has kept me young and connected me to what we need to do as a credit union to inspire more young people to become credit union members. As the CEO of Frick, I look forward to working with the staff and directors to accomplish our mission statement.

The credit union community is unique. Member owned and operated, only credit union members may volunteer to become a part of the Board of Directors or Supervisory Committee. This volunteer structure sets us apart from other types of financial institutions, and helps to ensure the financial stability and soundness of the credit union. Board and Supervisory Committee members commit a significant amount of personal time and effort to ensure the continued success of Frick Tri-County Federal Credit Union.

Board of Directors

Our all-volunteer Board of Directors is composed of five members who lend their managerial and financial expertise to help guide the direction and mission of the credit union.  Board members are responsible for setting policies, approving budgets and helping to direct strategic planning.  The Board evaluates operations and maintains the financial performance standards for the credit.  They are also responsible for appointing the credit union’s President/CEO, who reports directly to the Board.  Board positions are voluntary and unpaid; however expenses related to Board business are paid for by the credit union.

If you are at least 18 years old and are a member in good standing at Frick Tri-County Federal Credit Union, you are eligible to run for a position on the Board of Directors.  Board members are elected by our membership for 3 year terms at our Annual Meeting held in April.

Supervisory Committee

The Supervisory Committee is an independent Audit Committee.  It is responsible for making sure that members' funds and interests are protected, and that the Credit Union's internal control procedures are adequate. The three to five person Committee is appointed by the Board of Directors from among the members of the Credit Union. The regular term for each elected Committee is 1 to 3 years.  The Supervisory Committee conducts an annual audit and has a continuing responsibility to ensure that the Credit Union's financial records and operations are in order. As with the Board, the Committee members must maintain the highest level of confidentiality, as well as demonstrate integrity and independence in their relationship with Frick Tri-County Federal Credit Union.

History of Frick Tri-County FCU

Frick Tri-County Federal Credit Union, originally called Frick District Employees Federal Credit Union was chartered in 1962.  The credit union served members employed by the Frick District Mining Division of U.S. Steel Corporation, which had coal mining operations in Fayette, Greene and Washington Counties.  William G. Harries was the first Manager/Treasurer of the credit union at its office located in Uniontown.

Despite a decline in the U.S. Steel mining industry in the early 1980’s, growth continued.  A charter change which allowed Select Employee Groups to join the credit union, as well as a series of successful mergers, enabled the credit union to thrive and expand.  The name of the credit union was changed to Frick Tri-County Federal Credit Union in the late 1980’s to better reflect its new field of membership.

Today Frick Tri-County Federal Credit Union is a community charter that serves over 9,200 members with assets in excess of $80 million.  Membership is open to anyone who lives, works or worships in Washington, Fayette and Greene counties.  Currently led by CEO Phil Facchine, Frick Tri-County Federal Credit Union continues to have a main office in Uniontown and branch locations in Waynesburg, Washington and Charleroi.
